J. Bret Toyne, Deputy Executive Director / CFO

As Deputy Executive Director and Chief Financial Officer, Bret Toyne is actively involved in the diverse phases of the Multi-State Lottery Association's (MUSL) operation. He manages the Association's annual budget of $5.5 million and is responsible for all fiscal operations, investments and portfolio administration. The Association also looks to Bret for statistical analysis, projections and game modeling. He has been with the Multi-State Lottery Association since January 1988. Prior to joining the Association, Bret was an audit supervisor with the Iowa Office of the State Auditor. He supervised and performed audits of the Iowa State Treasurer's Office, the Department of Health and Human Services and a majority of the Community Colleges located in Iowa. Bret is a Certified Public Accountant and is a member of the American Institute of Certified Public Accountants and the Iowa Society of Certified Public Accountants. He received his bachelor's degree in Accounting from the University of Northern Iowa.

Wayne Dolezal, Director of Business and Legal Affairs

As Director of Business and Legal Affairs, Wayne Dolezal coordinates contractual, legal and administrative activities of the organization. Dolezal joined the Multi-State Lottery Association in October 2001. Prior to joining the Association, he served as Legal Counsel to the Nebraska Lottery since 1994. Previous to that he served as staff attorney for the Nebraska Department of Revenue since 1989. Dolezal has also taught as Adjunct Professor of Business Law at Southeast Community College in Lincoln, Nebraska for ten years, and co-authored the college-level “Comprehensive Tax Textbook”. Dolezal received his doctorate of jurisprudence degree with honors from the University of Nebraska Law School in 1988, and Bachelor of Science Degrees in Accounting and Business Administration from Peru State College in 1985.

Kathy Renaud, Administrative Assistant

Kathy Renaud joined the Multi-State Lottery Association in June, 2004. She serves several roles in the organization including front office duties and provides support in the accounting department along with back up for the draw managers. Prior to joining MUSL, Kathy was in the banking industry for 15 years in the Personnel and Comptroller�s offices, and with the Urbandale Community School District for 15 years serving various capacities.

Barb Niccum, Project Manager

Barb is the newest member of the Multi-State Lottery Association team. As a Project Manager, she facilitates planning and execution of both short and long term projects, as well as meeting coordination and planning. She comes to MUSL with a background in City Government, specifically public records; police report analysis and criminal reporting to other government agencies. Barb has spent more than 15 years in retail management and training. She has also been involved in both large and small scale event and meeting productions.

Gene A. Schaller, Controller

Gene Schaller joined the Multi-State Lottery Association in February, 1995 and has responsibilities in the accounting and investment functions. Prior to joining MUSL, Gene was an investment officer for the Iowa Employees Retirement System. Gene is a Certified Public Accountant and a graduate of the University of Northern Iowa.


Shannon Underwood, Senior Accountant

Shannon Underwood joined the Multi-State Lottery Association in October, 1998 and has responsibilities in the general accounting and payroll functions. Prior to joining MUSL, Shannon was an accountant with Integra Health and an auditor at the State Auditor's Office of Iowa. Shannon is a Certified Public Accountant and received a bachelor's degree from Central College.


Candace Ranfeld, Accountant

Candace Ranfeld joined the Multi-State Lottery Association in May 2014, and has responsibilities in the accounting functions. Prior to joining MUSL, Candace was with Kum & Go Store Support Center. Candace received her bachelor's degree in Accounting from William Penn University in May 2002.

Information Technology & Security
Cesar Contreras, Information Security Analyst

Cesar Contreras brings leadership and demonstrated success in technology solutions design, planning, and execution with an emphasis on security management, customer service and continuous service improvement. Cesar is responsible for the review and implementation of the Minimum Security Standards and MUSL Rules required by each member state lottery. He works with the Security and Integrity Committee to bring cutting edge security measures to the MUSL membership. Cesar is Security+, CNNA, and CCNA Security certified.

Eric Dann, System Administrator

Eric Dann is from Charles City, Iowa and attended Kaplan College and has a BS in MIS, he has been in Information Technology since 2001. Eric holds A+, MCP, MCSA Windows Server 2012, MCSE Messaging 2013, VCP5-DCV,CSSYB certifications. He is the MUSL Systems Administrator, responsible for the VMware installation setup and maintenance as well as various other applications.

Jason Maher, Network Engineer

Jason"s role as Network Administrator has expanded to the planning, purchase, implementation, and configuration of each device and cable created on the network. He has worked in IT since 1996 when he began a technology consulting company providing computer design sales and service for retail and business customers. Jason has his A+ and Network+ certifications and holds class completion certificates from VmWare and from F5 for their BIG-IP line of LTM devices.

Robert Nitz, Information Security Analyst

Robert Nitz joined the Multi-State Lottery Association in July 2015 and is responsible for the security and integrity of MUSL"s and its members" information systems. Robert has a background in secure systems design and experience working with major defense and financial firms. Robert is a graduate of Iowa State University with a bachelor"s degree in electrical engineering and a master"s in computer engineering.

Chris Ruttencutter, Director of Information Technology

Chris Ruttencutter joined the Multi-State Lottery Association in December, 2014, and his primary responsibilities focus on general IT, hosting infrastructure, and software development. Prior to joining MUSL, Chris was developing applications and leading software development teams as a Software Development Manager at DuPont Pioneer. Chris holds a bachelor"s degree in computer science from Cornell College, a master"s in computer science from DePaul University, and an MBA from the University of Iowa.

Sue E. Dooley, Director of Drawings & Production

Sue E. Dooley received her bachelor's degree in education from the University of Northern Iowa in 1984. Before joining MUSL in May 1988, she was the assistant director at one of the largest child care facilities in the Midwest. Dooley is responsible for testing and maintenance of the drawing equipment and the daily contact with the production studio, satellite uplink facilities, broadcast stations, and auditors at each of the member lottery sites.

Noelle Krueger, Drawing Manager

Noelle joined the Multi-State Lottery Association in May 2000. Prior to joining MUSL, Noelle was with Wells Fargo Card Services for 5 years. Noelle is responsible for performing draw duties for 2by2, Powerball, Hot Lotto and Wildcard 2. Noelle attended Des Moines Area Community College.
