Charles Strutt, Executive Director
Chuck Strutt was the first employee at MUSL, beginning in December
1987. He manages the daily operations of MUSL and has primary responsibility
for implementing the decisions of the MUSL Board of Directors. He was
named one of the Top 100 Marketers in the nation by Advertising Age
magazine; has been profiled in Forbes magazine; was awarded the
Power's Award for significant contributions to the lottery industry and, in 2006, shared Public Gaming Research Institute's Lifetime Achievement Award with Steve Wynn. Before joining MUSL, Chuck's lottery experience included managing the instant game show and the on-line
game for the Iowa Lottery. He was also a member of a technical committee
to establish a multi-state lottery game. He received his doctorate
of jurisprudence degree from Drake University Law School in 1977 and
has worked as an administrative law judge presiding over hearings regarding
occupational safety and health, bingo licenses, sales tax permits,
corporate and individual income tax, and professional licenses. Chuck
also has a degree in Journalism and, for several years, wrote a humor
column appearing in one Iowa's oldest newspapers, the North Iowa Times
(established in 1856).

J. Bret Toyne, Deputy Executive
Director / CFO
As Deputy Executive Director and Chief Financial Officer, Bret
Toyne is actively involved in the diverse phases of the Multi-State
Lottery Association's (MUSL) operation. He manages the Association's
annual budget of $5.5 million and is responsible for all fiscal operations,
investments and portfolio administration. The Association also looks
to Bret for statistical analysis, projections and game modeling. He
has been with the Multi-State Lottery Association since January 1988.
Prior to joining the Association, Bret was an audit supervisor with
the Iowa Office of the State Auditor. He supervised and performed audits
of the Iowa State Treasurer's Office, the Department of Health and
Human Services and a majority of the Community Colleges located in
Iowa. Bret is a Certified Public Accountant and is a member of the
American Institute of Certified Public Accountants and the Iowa Society
of Certified Public Accountants. He received his bachelor's degree
in Accounting from the University of Northern Iowa.

Wayne Dolezal, Director of Business and Legal Affairs
As Director of Business and Legal Affairs, Wayne Dolezal
coordinates contractual, legal and administrative activities of
the organization.
Dolezal joined the Multi-State Lottery Association in October
2001. Prior to joining the Association, he served as Legal
Counsel to the
Nebraska Lottery since 1994. Previous to that he served as
staff attorney for the Nebraska Department of Revenue since
1989. Dolezal has also
taught as Adjunct Professor of Business Law at Southeast
Community College in Lincoln, Nebraska for ten years, and co-authored
the college-level “Comprehensive
Tax Textbook”. Dolezal received his doctorate of jurisprudence
degree with honors from the University of Nebraska Law School
in 1988, and Bachelor of Science Degrees in Accounting and
Business Administration
from Peru State College in 1985.

Gene A. Schaller, Senior Accountant
Gene Schaller joined the Multi-State Lottery Association
in February, 1995 and has responsibilities in the accounting and investment
functions.
Prior to joining MUSL, Gene was an investment officer for the
Iowa Employees Retirement System. Gene is a Certified Public Accountant
and a graduate
of the University of Northern Iowa.

Shannon Underwood, Accountant
Shannon Underwood joined the Multi-State Lottery Association
in October, 1998 and has responsibilities in the general accounting
and payroll functions. Prior to joining MUSL, Shannon was an accountant
with Integra Health and an auditor at the State Auditor's Office of
Iowa. Shannon is a Certified Public Accountant and received a bachelor's degree from Central College.

Doug Orr, Marketing & Production
Coordinator
Doug Orr works with member lotteries, as well as national
companies, on developing and implementing marketing programs to generate
awareness and sales for MUSL products. He is a seasoned lottery marketing
professional having worked for the Iowa Lottery for 10 years in the
capacities of key account, instant product manager, and marketing director.
Before joining the lottery industry, Orr was with the United States
Tobacco Company as a consumer marketing representative. He holds a B.
A. in education from the University of Northern Iowa.

Ed Stefan, Chief Information Officer
As Chief Information Officer, Ed is responsible for all facets of
information technology and security at the MUSL office. He additionally
is as information and physical security consultant for the member lotteries,
helps evaluate the technical infrastructure and security of third-party
lottery service organizations, and sits on both MUSL-based and World
Lottery Association-based security committees. Prior to joining the
MUSL group, Ed was a Vice President and Information Systems Audit Manager
for the Bank of Oklahoma Financial and previously served as a Systems
Administrator for Duke Energy in Tulsa, OK. He is a Certified Information
Systems Security Professional, a Certified Information Security Manager,
a Certified Internal Systems Auditor, and a Microsoft Certified Systems
Engineer. Ed received his Bachelor of Science in Management Information
Systems from Langston University.

Eddie Tipton, Senior Information Security Consultant
As Senior Security Consultant, Eddie is responsible for
evaluating and providing direction on the security infrastructures within
current and future member operations. He additionally provides application
design and support services for MUSL-sponsored projects. Prior to joining
MUSL, Eddie was the Executive Vice President and a Partner at Systems
Evolution Incorporated where he was responsible for LAN Management Security
and Outsourcing, Network Operations, and Hosting. He brings 20 years
of design, development, security, and general IT experience with him.
Mr. Tipton is a certified developer and instructor on multiple technologies
and received his bachelor's degree in Management Information Systems
and Finance from the University of Houston.

Sean Lair, Technical Advisor to the Director
Sean is responsible for designing, implementing and supporting MUSL's network infrastructure and advising the director about technical implementations.
Sean is also responsible for the DNS, email, VPN, FTP, web sites, and other computer-based services hosted by MUSL.
Sean develops applications in a variety of different programming languages to aid MUSL in its operations.
He additionally provides technical support for the MUSL staff and the member lotteries. Sean is a Microsoft Certified Systems Administrator, Microsoft Certified Systems Engineer, Microsoft Certified Database Administrator, Cisco Certified Network Associate,
and received his Bachelor of Science in Management with a Management of Information Systems concentration from Hamilton College.

Sue E. Dooley, Drawing Manager
Sue E. Dooley received her bachelor's degree in education
from the University of Northern Iowa in 1984. Before joining MUSL in
May 1988, she was the assistant director at one of the largest child
care facilities in the Midwest. Dooley is responsible for testing and
maintenance of the drawing equipment and the daily contact with the
production studio, satellite uplink facilities, broadcast stations,
and auditors at each of the member lottery sites.

Noelle Krueger, Drawing Manager
Noelle joined the Multi-State Lottery Association in
May 2000. Prior to joining MUSL, Noelle was with Wells Fargo Card Services
for 5 years. Noelle is responsible for performing draw duties for 2by2,
Powerball, Hot Lotto and Wildcard 2. Noelle attended Des Moines Area
Community College.
